The reason that these types of batteries have lower discharge rates is because they are put through a process called electrolysis. In a typical NiCad based battery, there is a charge in addition to a discharge. During the electrolysis process, both the proton and electron from the lead are combined with the hydrogen ion in the silicon. The result is a substance that is called nimbus which has a high current capacity (read: it can hold a lot of energy) and it also has a very low discharge rate. When you combine these two chemicals in this way, you create electricity.

Because there are fewer ions in the neutral zone where the new battery will be discharged, the discharge rate is much lower with these types of batteries. Another thing to keep in mind is that the temperature level in the environment when the battery is being charged is important. If you live in a cold climate, then you will probably want to avoid these batteries.
